One time purchases for Downloadable Content of WWII Online is coming to Steam! CRS has been looking for additional path's of monetization to help supplement the baseline Subscriptions that we offer, and the DLC's we're planning are the best thing we have to open up to a newer market seeking to make purchases they're comfortable with and interested in. Subscriptions (Premium & Starter) will continue to hold the primary access of the game and maintain its value, but we think many customers on Steam are going to be happy about this move. We've been listening to the feedback that has been provided by the many interested gamers who have tried our game on Steam, and we'd like to thank you all for that. While there are many folks who have accepted and recognize the value of the Subscription offer, there are still several who are hesitant and would prefer to make individual purchase decisions. That has been the guide post of this new pathway to monetization.
Today we'll take sometime to explain the offerings that are in the planning and are estimated to be delivered by the month of September, 2018.
FIRST TIME EVER DOING ONE TIME PURCHASES
For us, this'll be the first time we've ever (in our history) allowed for one time purchases to be made for the game. We've tried to tap into several different demographics with the pack's that we'll be outlining today, and you'll notice that they're all Tier 0 equipment which will be available throughout the entire war (that was intentional).
A CAREFUL BALANCE
Making sure that our Steam customers gain access to new and exciting things without a "count down" timer ticking off the days remaining before their access ends is of great importance to us. Making sure that we protect our Subscription model is also very important. So we've tried to be very careful in balancing the compromise. If you're currently a Premium or Starter subscriber, it'll be unwise to downgrade.
Speaking of Starters, prior to implementing this DLC plan, the Starter's will be receiving some additional access as well, stay tuned for more on that.

WHY NOT GO BACK TO FREE PLAY ON STEAM?
We think our game was incorrectly advertised by acting as a "Free to Play" game and we learned pretty quickly that we needed to alter expectations of new coming users to realize that this isn't your typical MMO or free to play monetization system. What we were offering was really more of a "demo." Since our change to being "starter only" we've found we attracted the right folks who spend more time in the game and get better value. Opening the Free Play floodgate and hoping something sticks, was simply not working, so it doesn't make sense to go back and try it again.
Hence why we've developed this new strategy from the feedback we've received.
STEAM TEST / EVALUATION
Our roll out of this path will be battle tested on Steam to make sure it's the appropriate path forward. If we find it is successful we'll work towards an organic implementation. As it stands right now it's easier for us to leverage Steam's store tools to achieve this at the moment.

More Downloadable Content may be available in the future, this acts as our first implementation. Enabling access to higher tier equipment is something we reserve the right to refuse to do as the continuation and preservation of the recurring subscriptions is integral to our continued operation.

People who have free accounts continue to have them, but new ones cannot be created. All new players need to pay mininum price atleast.
It was because the Heroes do have access to everything already. So I was a little confused by the question asked originally.
Xoom, your ? at the end leaves me somewhat confused.
But not if your game looks like its from the 1990s, and has even worse game mechanics.

Does anyone really believe that Steam players are going to be happy paying a one time fee to be utterly wrecked in medium tanks or in these limited roles?
Sure, maybe someone will want to play only tanks or only aircraft, but really... ammo runner? Light AA?
But how can you call this alteration, if you just make people pay for units most of which in last 2-3 years were f2p? Will it brign more people to the game? How can it, if these units already were f2p. Will this bring money? For exampe if I wanna play tanks some weekend evenings (just 2-10 sorties per one time) in the next year. Will I buy tank dlcs for 5+28 $, to find myself literally without playable units in lategame campaigns or buy 1or2 month prem with ALL units for 15?
In any case it`s very unlikely I will spend 1/15 of awerage wage in my contry to play just some weekends with account 50% of units of which i will not use, even selling me ingame tanks by the piece for reasonable price would be preferable
