A bug has been discovered in Frankfurt where the East and West Army bases cannot spawn infantry or armor. In order to correct this, new terrain data must be compiled, something which CANNOT happen mid-campaign. The fix will be included in 1.34. The airfield army base and depot's all have infantry spawn available. We apologize for the inconvenience.
